Rand / Central / Mount Prospect Road Improvements
As we near the end of the project, the new traffic pattern has been put in place to allow drivers ample time to adjust to the changes. One of the most significant changes is a "right turn only" at the Mount Prospect Road exit of the Mount Prospect Plaza shopping center. Vehicles exiting the shopping center at Mount Prospect Road are prohibited from going straight through the intersection.
The majority of drivers leaving Mount Prospect Plaza intend to go south on Mount Prospect Road or west on Central Road. See below for the new routes to get where you're going:
Southbound on Mount Prospect Road
Exit near Walmart - left on Rand Road, right on Mount Prospect Road
Exit near LA Fitness - right on Central Road, left on Mount Prospect Road
Avoid exit at Mount Prospect Road (right turn on Rand Road only)
Westbound on Central Road

November 2024 - Work is complete.
June 7, 2024 - Asphalt paving continues and is expected to be complete before the end of next week. Afterwards, Alliance Contractors will work on the installation of pavement markings and signs. Following this, IDOT will be on-site to turn on the permanent traffic signals. The contractor will then remove the old traffic signals and street lights, and complete final restoration.
May 21, 2024 - The contractor (Alliance Contractors) has cancelled the paving of the Binder on Rand Road, and Mt. Prospect Road for tonight. The paving has been rescheduled for Wednesday Night. Hometowne Electric will be installing handhole, cable, and the control cabinet for the streetlight. The landscaper will be working on restoration (sodding, planting trees & scrubs).
May 20, 2024 - Weather permitting, the contractor (Alliance Contractors) will have their subcontractor Schroeder Asphalt Services pave Binder on Rand Road, and Mt. Prospect Road. The paving will be tonight and tomorrow night starting at 8:00 pm. The work will continue overnight and will stop prior to the rush hour traffic. The contractor will paint the pavement markings after the binder been installed each night. During the daytime hours work on the light system will continue. Hometowne Electric will be installing handhole, cable, and the control cabinet for the streetlight.
May 8, 2024 - The contractor (Alliance Contractors) will have their subcontractor, Schroeder Asphalt Services, begin grinding Rand, Central, and Mt. Prospect Road. The grinding will begin tonight, starting at 8:00 pm. The work will continue overnight and will stop prior to the rush hour traffic. The contractor will paint the pavement markings after grinding is completed each night. The grinding operation will continue on Thursday and Friday evenings, weather permitting. During the daytime hours, work on the medians will continue. The concrete median surface will be poured, and the simulated brick surface will be applied. Hometowne Electric will be installing handhole, cable, and the control cabinet for the streetlight.
April 29, 2024 - The contractor continues to work on the center concrete medians and should be finished next week. Here is a tentative schedule moving forward:
Week of May 6 – milling of the asphalt roadways
Week of May 13 – pavement patching and structure adjustments
Week of May 20 – asphalt test strip (IDOT requirement for paving companies at the beginning of a construction year)
Week of May 27 – first layer of asphalt (level binder)
Week of June 3 – install traffic loop detectors
Week of June 10 – second layer of asphalt (surface)
Week of June 17 – pavement markings
Soon after we will schedule an on-site meeting with IDOT to turn on the permanent traffic signals. The contractor will then remove the old traffic signals and street lights, and complete final restoration.
April 8, 2024 - Alliance will begin removal of pavement along Rand Road and Central Road in preparation of constructing center medians. The contractor will then frame and pour concrete to create the medians. During this process, it is expected that Rand Road will be reduced to one lane in each direction. Motorists can expect delays and are encouraged to seek an alternate route.
Remaining work includes resurfacing the roads with new asphalt, turning on the new traffic signals and lighting, and restoration. Work is expected to be completed in June.
September 5, 2023 - This week, Alliance Contractors are beginning Stage 3 (maintenance of traffic) of the project. Started today, the flow of traffic has moved to the north side of Rand Road. This will allow Alliance to start work on the south side of Rand Road. The traffic flow is expected to remain this way until the end of construction season.
Work including road widening, curb removal and sidewalk removal will take place later this week (Thursday or Friday) on both sides of Central Road (between Rand and Mount Prospect Roads) and on both sides of Mount Prospect Road (from Rand Road to south of Central Road).
The contractor is also installing storm sewer structures where needed.
We maintain frequent contact with the contractor and the Mount Prospect Police Department to minimize delays and keep the intersection safe.
June 1, 2023 - For the next week Alliance will be removing curb & gutter and excavate for the road widening on the north side of Rand Road between Mt. Prospect Road and Henry. Alliance will then frame and pour concrete for the road widening and new curb & gutter. Alliance will continue work on pouring concrete for the new curb & gutter and the road widening on Rand Road east of Central Road and the north side on Central Road from Rand Road to Westgate Road. Alliance will begin the removal of the existing street lights throughout the project. The utility companies (Comcast, Nicor, Zayo, and AT&T) will continue relocating their equipment to remove conflicts with the road widening and proposed drainage structures. There will be temporary lane closures with the utility work, street light removal, and the work required for the road widening.
May 26, 2023 - For the next week Alliance will be removing curb & gutter and excavate for the road widening on the north side of Rand Road between Central Road and Mt. Prospect Road. Alliance will then frame and pour concrete for the roadway and new curb & gutter. Alliance will also continue working on the improvement on Rand Road east of Central Road and the north side on Central Road from Rand to Westgate Road. The utility companies (Comcast, Nicor, Zayo, and AT&T) will continue relocating their equipment to remove conflicts with the road and traffic signal construction. There will be temporary lane closures with the utility work, removals and pour concrete for the new improvements. You will also be able to follow the project on other social media during the construction.
May 17, 2023 - The next two weeks Alliance will be targeting Rand Road east of Central and Central Road east of Rand Road for installation of the proposed improvements. Alliance on the north side of Rand Road East of Central Road is excavating and framing for the concrete base for the road widening. Alliance will also pour concrete for the new curb & gutter at this location. Alliance will be doing utility exploration to determine if there are any conflicts between the utilities and drainage structures. After finishing the widening work on Rand Road Alliance will move to the north side of Central and begin constructing the widening between Westgate and Rand Road. The utility companies (Comcast, Nicor, Zayo, and AT&T) will continue relocating their equipment to remove conflicts with the road and traffic signal construction. There will be temporary lane closures with the utility work.
May 9, 2023 - Alliance’s subcontractor Traffic Control & Protection (TCP) will begin to set the barricades for the maintenance of Traffic stage 2. In addition to barricades TCP will also be removing some of the existing pavement markings. Lane widths will be reduced and on Central Road west bound will be down to a single lane. East bound Central will have two lanes and Rand Roads will have two lanes each direction. Alliance at location on Central and Rand Roads where the utilities have been cleared Alliance will continue installing storm sewer structures and pipe. The utility companies will continue relocating their equipment to remove conflicts with the road and traffic signal construction. There will be temporary lane closures with the utility work.

December 6, 2021 – Final construction plans and specifications completed.

November 16, 2020 – Plats and legal descriptions for right-of-way acquisition being developed by consultant. Design engineering continues by consultant.

The Illinois Department of Transportation (IDOT) and Village of Mount Prospect will soon begin construction of the Rand-Central-Mount Prospect (RCMP) Intersection Improvements Project. It is well known that the RCMP triangle experiences blocked intersections and poor vehicle progression on a daily basis. This project is intended to address these concerns and improve the transportation system for motorists, pedestrians, bicyclists, transit riders, nearby businesses, and the community.
In 2017 the Village began the process of evaluating various alternatives, developing plans, and securing funding to improve the intersection. In 2019 the Village applied for Congestion Mitigation & Air Quality (CMAQ) funding and Invest in Cook (IIC) funding. A Federal Grant of $7.169 million was awarded to the Village for the RCMP project, which will cost $8.961 million in total. The Village’s share of the amount is $1.792 million.
The project consists of modernizing the three signalized intersections, installing a new traffic signal at the entrance to the Mt. Prospect Plaza entrance on Central Road, and improving the signalized intersection at the west Walmart entrance on Rand Road. In addition to the traffic signal work, there will be roadway widening, new sidewalk and crosswalks, a new bike path along Rand Road, and improved roadway lighting. Rand Road, Central Road, and Mount Prospect Road will also be resurfaced with new asphalt at the end of the project.
