Fairview Gardens Gravity Sewer Connection
Fairview Gardens, located near the intersection of Central Road and Wolf Road, is a residential subdivision comprised of approximately 292 single-family homes. This area was annexed to the Village in 1969 after streets, utilities, and most homes had already been constructed. Originally, the sewer system was owned and operated by a private utility company (the Utility Sewer Company). The Village purchased the utility shortly after the area was annexed.
The sewer conveyance system in the area is comprised of separate sanitary sewers and separate storm sewers. However, the sanitary sewer accepts significant stormwater during rain events due to directly connected footing tiles from some neighborhood homes. To accommodate these flow peaks, the sanitary sewer system features a relief storage pipe (installed in 1992) and a high-capacity pump station discharges to a Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) interceptor sewer in the Central Road right-of-way. The MWRDGC interceptor carries the waste to treatment plants for processing.
The Village has a comprehensive end-of-lifecycle program to replace all ten of its sewers pumping stations around town. Thus far, eight sewer pumping stations have been replaced. One is underway this year at the Maple Berkshire relief station. In 2019, staff began a process to replace the Fairview Garden pump station located on Horner Lane.
A permit is required to replace a sewer pumping station from our receiving system (MWRDGC). The MWRDGC will not issue a permit to replace the Fairview Lift Station in kind because the current rate of discharge exceeds the new limits established in the 2014 Cook County Watershed Management Ordinance (WMO). To obtain a permit, the discharge capacity of the pump station would have to be reduced by approximately two-thirds (66%). This reduction would result in frequent basement back-ups during common rain events. The existing lift station has three pumps capable of pumping a maximum of 1.656 MGD. If the Village were to reconstruct the lift station at the allowable permit capacity, the maximum flow rate would reduce to 0.5314 MGD.
The solution to the Fairview Gardens sanitary sewer sub-basin clear water inflow and aging lift station problem proposes a gravity sewer outlet concept that would eliminate the existing lift station and create a new connection to the MWRDGC Upper Des Plaines Intercepting Sewer 14A at an existing MWRDGC drop manhole. The new connection will be located at the northwest corner of Central Road and Wolf Road in Des Plaines. The proposed gravity outfall includes extending a 12” sanitary sewer from the existing lift station wet well to the drop manhole at the Intercepting Sewer.
The project includes installing 2,059 linear feet of 12” sanitary sewer on Horner Lane and Central Road, 5 new sanitary manholes, a connection to an MWRD drop manhole, demolition of the existing Fairview Gardens Lift Station, and pavement and right-of-way restoration.

The intersection of Stevenson and Central is back open. The intersection of Central and Horner will be closed starting today due to the restoration of Central Road. It is expected to reopen again next Tuesday, 7/23/24.
July 11, 2024
The contractor continues to work on restoration of Central Road. The intersection of Central Road and Stevenson Lane will be closed until Tuesday July 16, 2024, due to restoration. The intersection of Central and Horner Lane is open for use.
July 2, 2024
Pressure testing of all five manholes and the 12” sanitary sewer on Central Road was completed the week of 6/24/24. All tests were successful. Restoration of Central Road will begin the week of 7/1/2024. Joel Kennedy Construction will continue installing the new sanitary sewer on Horner Lane.
June 14, 2024-
Joel Kennedy Construction will be working on Central Road on Saturday, June 15, 2024. Work is scheduled to begin after 7am and Ciorba Group will be onsite inspecting the work.
June 12, 2024-
Joel Kennedy Construction has completed the excavation for manhole structure # 1 and the bore pit at the intersection of Central Road and Horner Lane. Due to the size and depth of the access pit, Horner Lane will be closed and blocked between Central Road and Green Lane for at least 1 week. This week they will install another 100’ of 12” sanitary sewer on central road. Also, they will install a new manhole on Central Road and excavate two bore chambers and bore two sections of 12” sanitary sewer.
June 6, 2024-
Joel Kennedy Construction will be crossing the intersection of Central Road and Stevenson Lane with the new 12” Sanitary sewer. To complete this work safely, access to Stevenson Lane will be blocked off during the day today and overnight. The intersection will be back open for use by the end of the work day on Friday June 7, 2024.
May 27, 2024-
Work that has been completed:
• The contractor has successfully cored through 3 feet of concrete into the MWRD chamber and made the connection with the new 12” gravity sewer.
• The contractor installed the two required manholes located outside of the MWRD chamber and started to backfill the excavation hole.
• The contractor has begun trenching west on Central Road installing pipe. They have installed 100 feet of the 12” Sewer main.
Work to be completed this week:
• The contractor will continue to trench west down central road installing the 12” sewer main.
• They will be backfilling the trench as they go making it safe for motorists.
• They plan to be west of the business at the corner of Central and Wolf by the end of this week.
May 21, 2024-
- Traffic control is set. They will open back up one west bound lane by 4pm today.
- Saw cutter is almost to Horner.
- Kennedy excavated roughly 25’ today and installed shoring and sheet piling to stabilize the banks.
- They have about 4 more feet to excavate tomorrow.
- Tomorrow they will also begin coring and jack hammering MWRD’s structure to make the connection. Depending on the rebar that they encounter, this could take a full day.

Traffic Control Plan
Phase 1 – Work at the intersection of Wolf Rd and Central Rd
• Southbound traffic lanes on Wolf Rd will be reduced to one lane north of Central Rd and increased back to two lanes south of the intersection. This will be a daily lane closure.
• Eastbound traffic lane on Central Rd will be reduced to one lane west of Wolf Rd and increased back to two lanes east of the intersection. This will be a daily lane closure.
• The north westbound traffic lane will be closed 24/7.
• The south westbound traffic lane will be closed daily to allow room for the large excavator to safely position and load trucks.
• Westbound traffic on Central Rd will be shifted utilizing the center turn lane.
Phase 2 – Work along Central Rd
• The north westbound traffic lane will be closed 24/7.
• The south westbound traffic lane will be closed daily to allow room for the large excavator to safely position and load trucks.
• Westbound traffic on Central Rd will be shifted utilizing the center turn lane.
• At the end of each workday the shared center turn lane will be opened for traffic.
• There will be two eastbound traffic lanes open at all times.
