In the Spring of 2006, the Village of Mount Prospect went through a
formal RFP/RFQ process in search of an architect to complete a Village-wide
facilities study. Multiple firms were interviewed, and in the end SRBL
architects were chosen based on their qualifications and past experience. In August of 2006, the Village of Mount Prospect contracted with SRBL
Architects to complete a Village-Wide Facilities Study. The purpose of this
study was to evaluate existing public buildings and provide an assessment of
space needs and detailed cost estimates for any needed remodeling and/or
rebuilding of facilities.
The Phase I report, which includes Fire Station 14, the Emergency Operations
Center (EOC), and the relocation of fire vehicle maintenance to Public Works,
was presented to the Village Board on January 22, 2008.
The findings for the Police Department, Fire Administration and general
discussion of work to involve the Public Safety Building (located at 112 E.
Northwest Highway) will be included as part of a Phase II report to be issued
later this year.

The next meeting regarding the proposed replacement of Fire Station 14 will
be Thursday, June 26th. The meeting will take place at 6:30 p.m. at the Marvin
S. Weiss Community Center located at 1500 E. Euclid Avenue. The Mount Village
Board will be holding a joint public meeting with the River Trails Park District
Board and the River Trails School District 26 Board regarding the proposed land
agreement for the fire station. At this meeting we will not be discussing the
particulars of Fire Station 14, the Emergency Operations Center, or
modifications at the Public Works Facility. We also will not be going into any
detail regarding the design of the projects, as this will occur at meetings in
the coming months. Discussion will only focus on the land agreements between the
three agencies to accommodate Fire Station 14.
Summary Findings:
Fire Station 14
- The results of the Space Needs analysis reveal that the existing
building is grossly inadequate for modern Fire Department operation.
- Many spaces are not provided that would be considered standard in a new
facility. The data supports 20,724 SF for Fire Station 14.
- Development of a new facility to the west of the existing Station 14,
but east of the railroad tracks, is the recommended course of action.

Modifications at Public Works
There were three major reasons for studying the space needs at the Public
Works Department:
- To accommodate the move of Fire Department vehicle maintenance
operations from Fire Station 14 to Public Works.
- To allow for storage that was scattered throughout the Village to be
consolidated
- To study the possible addition of the Emergency Operations Center to
Public Works.
- The study indicates that moving Fire Department vehicle maintenance
operations to Public Works makes sense, given that all Village vehicles are
maintained there.
- To support new fire maintenance operation, tool and material storage is
required. Given the age of the facility, other additional improvements are
necessary.

Emergency Operations Center (EOC)
- The Village needs a central facility to act as a gathering place for
Village of Mount Prospect Police, Fire, Emergency Management and Village
staff and elected officials in the event of an emergency or Village wide
catastrophe.
- Staff has determined that Public Works is the facility best suited for
this use because of its geographic location, ready access to vehicles and
materials, and ability to monitor Village infrastructure.
- EOC functions are currently housed in the Fire Department Training Room,
which is not designed for the EOC function. The Village needs a dedicated facility that is
ready at any time.
